Keynote Speaker Robert Nabors is the Deputy Director of the Office of Management and Budget (OMB), having being appointed to this position earlier this year by President Obama. At OMB, Nabors serves directly under Peter Orzag, Director of OMB. Before being appointed to his current position in the Obama administration, Nabors served as the Democratic Staff Director of the House Appropriations Committee from 2004 to 2008. In 2008, he oversaw over one billion dollars in total enacted discretionary spending and was responsible for the hiring and direction of the majority of the committee staff and for recommending overall legislative strategies with respect to discretionary
spending to committee Democrats and the House Democratic leadership. Prior to coming to the Appropriations Committee, Nabors served in the Office of Management and Budget in the Executive Office of the President as the Senior Advisor to the Director and as the Asst. Director for Administration and Executive Secretary.
Moderator Dr. David Shields is Dean of the Stetson School of Business at Mercer University, having been appointed to this position effective July 1 of this year. Before coming to Mercer, Dr. Shields served as the Dean of the Haworth College of Business and Professor of Accounting at Western Michigan University in Kalamazoo, Michigan. Prior to being named Dean at Western Michigan in 2006, Dr. Shields served as Associate Dean for graduate and professional programs at the University of Houston. He has also served as Associate Dean and MBA Director at Louisiana State University.
Panelist A former Mayor of Macon, Congressman Jim Marshall is serving his third term in Congress representing Georgia’s 8th Congressional District which is comprised of 21 counties stretching though Middle and South Georgia. He serves on the House Armed Services, Financial Services and Agricultural Committees. He is also a member of the steering committee of the Rural Health Care Coalition.
Panelist Alan Essig is the Executive Director of Georgia Budget and Policy Institute. At GBPI, Alan analyzes overall State budget proposals and revenue policy issues. He is a respected tax and budget expert throughout Georgia. He has served as Senior Research Associate with the Fiscal Research Center of the Andrew Young School of Policy Studies at Georgia State University as well as Deputy Policy Director for the Governor’s Office. Alan is a trusted resource for policymakers, members of the media, and civic groups.

Marvin S. Arrington was appointed Judge to the Fulton County Superior Court by Governor Roy Barnes in January 2002. Prior to his appointment as Judge, Mr. Arrington was senior partner at the law firm Harrington & Hollowell. He has been voted "One of Atlanta's Top 25 Lawyers" by Atlanta Magazine and is recognized as being "Among the 100 Most Influential People in Georgia" by Georgia Trend Magazine. Judge Arrington is Emory University Law School Alumnus and a graduate of Clark Atlanta University in Atlanta. Judge Arrington has received numerous awards and commendations in recognition of his many accomplishments within the legal profession and for his commitment to community service.

Dr. Volkan Topalli is an Associate Professor, Department of Criminal Justice, Georgia State University. He earned his Ph.D. in Experimental Social Psychology and a Masters Degree in Experimental Psychology at Tulane University. He has authored numerous journal articles and research papers.

Edward Ruffin is the clinical director at River Edge. He is a clinical social worker with a background in both the mental health and developmental disabilities arenas, in addition to both for-profit and not-for-profit behavioral health services.

On January 23, 2004, Albert Murray was sworn in by Governor Sonny Perdue as Commissioner of the Georgia Department of Juvenile Justice. Beginning in 1970, he worked in several capacities within juvenile services in the state of Tennessee. Albert Murray graduated cum laude with a Masters Degree in Education, specializing in Guidance and Counseling from Middle Tennessee State University and a Bachelors of Science Degree in English from Tennessee State University.

As prisons chief, Commissioner James E. Donald oversees the fifth largest prison system in the nation, some 200,000 felons in prison or on probation; 15,000 employees, and an annual budget of over $1.2 billion. He is a graduate of the University of Mississippi with a Bachelor of Arts degree in Political Science and History. He earned his Masters Degree in Public Administration from the University of Missouri.

Martha C. Christian is a judge of the Superior Court, Macon Judicial Circuit, Georgia. She is the first woman to hold that position. Prior to becoming a Superior Court Judge, she was a member of the law firm of Stone & Christian, P.C. of Macon. Judge Christian received her J.D. (cum laude) from Mercer University, Walter F. George School of Law in 1980.

Gary Hutchins has served as Sheriff of Jefferson County for the past sixteen years and was reelected July 15, 2008. He currently serves as Chairman of the Board of Directors of the Law Enforcement Academy in Richmond County, Board of Directors at Sandersville Technical College, and Board of Directors of Y.D.C. of Sandersville, Georgia. He is the newly elected President of the Georgia Sheriff's Association.

Howard Simms has been the Macon District Attorney since 2000. Before elected, he worked in the District Attorney's office as a law clerk in 1986 and was then hired as the assistant district attorney in 1988. Mr. Simms is a 1988 graduate of Walter F. George School of Law.

Otis L. Story, Sr., President and CEO, Grady Memorial Hospital, Atlanta, Georgia. Mr. Story has nearly 30 years of healthcare experience working with major medical group, academic medical centers and community-based hospitals including the Health Alliance of Greater Cincinnati and Memorial Health University Medical Center (Savannah, Georgia). He has been a leader in financial turnarounds and performance improvements for hospitals, health systems and academic medical centers.

Kirkland A. McGhee, Executive Director of the Georgia Association of Health Plans. Mr. McGhee is an attorney in private practice in Atlanta, Georgia. He practices in the areas of healthcare, insurance and business regulation. He has represented the interests of his clients before state and federal legislatures.

Senator Saxby Chambliss. On November 5, 2007, Saxby Chambliss was elected Georgia's 3rd United States Senator. Georgia Trend magazine has named him one of Georgia's Most Influential Georgians. He is a member of the Senate Caucus on Military Depots, Arsenals and Ammunition Plants, the Congressional Sportsmen Foundation, the Congressional Fire Services Caucus, the Rural Health Caucus, the Juvenile Diabetes Caucus and he is the co-chair of the Senate Reserve Caucus.

Georgia State Representative Mickey Channell, House District 116 Greensboro. Representative Channell has earned a reputation as an expert on Public Healthcare in Georgia. He was Chair of the Community Health Subcommittee of Appropriations overseeing the allocation of a $7 billion State Healthcare Budget. He also serves on the Board of Governors for the Mercer University School of Medicine. His proudest achievement in the State Legislature was authoring the PeachCare for Kids legislation securing affordable healthcare services for over 200,000 children of Georgia's working families.
Georgia State Representative David Lucas, House District 139, which includes parts of Bibb County. His legislative service presently includes membership on the Industrial Relations, Insurance and Public Utilities and Telecommunications Committees. Lucas also is an active member of 100 Black Men of Macon - Middle Georgia, Inc.

Don Faulk is President and CEO of Central Georgia Health System and the Medical Center of Central Georgia where he has been employed since 1974. He graduated from Georgia Tech with a bachelor's degree in Industrial Engineering and from Washington University, St. Louis, Missour with a Master's degree in Health Administration. He served an administrative residency at Baptist Medical Centers in Birmingham, Alabama.

Allen Golson received his Bachelor of Science Degree in hospital administration from the University of Alabama and a Master of Business Administration from Southeastern Institute of Technology in Huntsville, Alabama. He has been with HCA for 15 years having most recently served as CEO of Palmyra Medical Centers in Albany, Georgia. He was appointed CEO of Coliseum Health System April 1, 2005.

Martin L. Dalton, Jr., M.D., FACS received a B.S. degree from Auburn University in 1953 and an M.D. from the University of Alabama School of Medicine in Birmingham in 1957. In 1983, he returned to the University of Mississippi as Professor of Surgery under James D. Hardy and served in that capacity until 1990 when he became Professor of Surgery at the Mercer University School of Medicine and in 1991 became Chairman of the Department of Surgery of Mercer University School of Medicine and the Chief of Surgery and Program Director of the surgery residency at the Medical Center of Central Georgia in Macon, Georgia.
